Minutes of the Meeting of the Parish Council held on

Wednesday, 8 September 2004

in the Village Hall

Present were:

Mrs Burton, Mr Clark, Miss Collinson, Mrs Kesterton, Mrs Oliveira, Mr Perry, and Mrs Clark (Clerk).

In attendance:

Cllr Mrs Down.

  1. Apologies for Absence

    These had been received from Mr Rixson.

  2. Approval of the Minutes of the Previous Meeting

    The minutes of the meeting held on 14th July, 2004 were agreed and signed.

  3. Matters Arising

    1. Jubilee Sign

      The pole has arrived, and the flagpole base has been inspected. It was noted that a small amount of repair work would be needed to the base. It was agreed that Mr Clark would fit the sign to the pole and to meet on Saturday, 18th September at 10.00 a.m. to erect the sign.

    2. Archaeology in the Pipeline

      Revd. Greenslade had raised no objection to the church being the venue for the exhibition and it had been agreed with Saffron Walden Museum that it would be in Broxted for the period 28th February, 2005 – 1st April, 2005. The Clerk would make all the necessary arrangements.

    3. UALC AGM – 29th July

      This had been attended by Mrs Oliveira and Mr Clark, and was again inquorate. A questionnaire had therefore been sent to all member Councils as a legal means of electing a committee, amending the constitution and reducing the number required in future for a quorum. This was duly completed by Mrs Oliveira and Mr Clark.

  4. Footpaths

    Mrs Burton had met with the footpaths officer from Highways who would now be dealing with the matter of the electric fence, and arrange for the strimming of footpaths as necessary. The land-owner would be dealing with the fallen tree. Various overgrown paths and bridleways in the parish have now been cleared by the County contractor, May Gurney.

  5. Stansted Airport

    1. Visit to Track Monitoring Unit

      Members expressed an interest in visiting the Flight Evaluation Unit. The Clerk was asked to try to arrange an evening visit.

    2. Consultation on Night Flying Restrictions to apply from 31-10-05

      The document was currently circulating amongst members. This would be an agenda item for the next meeting when the Council's final response would be agreed, the closing date for comment being 30th October, 2004.

    3. Scoping Report on Future Growth to 35 mppa

      This had been circulated amongst members.

    4. Local Parish Councils / M11 Corridor Development

      Takeley Parish Council had indicated that it would be willing to join in discussions on the above with other parishes. It was agreed that Broxted host such a meeting and to try to get a representative from Uttlesford to speak. It was also suggested that Roger Harborough of the Planning Department, who was the chief liaison officer on the above, be invited to speak. A date would be fixed when the consultation document was published in the autumn / winter.

  6. Parish & Town Charter

    This was being circulated for comment. Those members who had seen it commented on what a badly prepared and meaningless document it appeared to be.

  7. Correspondence

    1. Village Civic Amenity Scheme

      The next free skip was due in the village over the weekend 18th/19th September.

    2. Community Achievement Award Scheme

      Members were asked to give some thought as to possible nominations.

    3. Uttlesford Anti-Social Behaviour Officer

      A letter had been received from the above offering to address a meeting of the Parish Council in order to explain her role and the new powers available through the Anti-Social Behaviour Act 2003. The Clerk was asked to write to thank her for her interest, there being no perceived need of a visit at this time.

    4. Exhibition re New Bus/Coach Station at Stansted Airport

      Details of an exhibition being staged by BAA and its architect Fosters on the proposed new Bus/Coach Station at the airport had been received. It was to be held at the Council Offices in Saffron Walden from 1.00 – 7.00 p.m. on 16th September. Mrs Kesterton offered to attend.

    5. Public Consultation Meeting on the New Licensing System for Alcohol, Entertainment and Late Night Refreshments – 13th October 7.30 p.m.

      Details of the above had been received. It was noted that one of the changes in the regulations which were due to come into effect in November, 2005 was the transfer of the licensing system from the Magistrates Courts to the Local Authority. The Clerk was asked to request a copy of the notes of the meeting since no-one would be able to attend as that is the date of the next Parish Council Meeting.

  8. Finance

    1. Balances

      Balances as at 31st August, 2004 at Barclays Bank, Dunmow were reported as follows:

      Community Account (current) £  344.79  
      Business Reserve Account (high rate deposit) £3,365.83  
        £3,710.62  

      It was noted that the second half year precept of £2,750 was due shortly.

    2. Signing of Cheques

      It was agreed to sign the following cheques:

        Rural Community Council of Essex – annual subs £35.00
        P.Clark salary £579.00, expenses £362.50 both April-September £ 941.50

  9. Planning Matters

    The current position on planning matters is as follows:

    1. Broxted Hall – change of use from redundant farm buildings to 4 live/work units

      conditional approval;

    2. The Old Shop, 1 Cranham Road – first floor front extension, demolition of existing garage and erection of new detached garage

      awaited;

    3. Cherry Green Cottage, Cherry Green – first floor extension to dwelling and garage extension to form double garage

      awaited.

  10. Any Other Business

    1. Doorstep Recycling

      The Clerk was asked to see if Cranham Road could be included in the current doorstep collection scheme. Mrs Down advised that the whole of the doorstep collection scheme was to be revised.

    2. Community Policeman

      It was reported that there had been an article recently in one of the local newspapers about our Community Policeman who had just retired. The Parish Council had not been advised of this and the Clerk was asked to write to the officer in charge at Dunmow noting that members looked forward to being introduced to P.C. Rout's successor.

  11. Date of the Next Meeting

    This was confirmed as Wednesday, 13th October, 2004 at 8.00 p.m.

Cllr Mrs Down was thanked for her attendance and the meeting closed at 9.00 p.m.
